Environment and Sustainable Development

The Energy and Environment Programme (EEP) is a multi-year initiative that builds on the previous achievements of the UNDP in the environment and energy sectors. It supports the implementation of Tajikistan’s National Development Strategy and Livelihood Improvement and Welfare Strategy 2015-2020. The EEP uses a programme-based approach, focusing on capacity development and long-term sustainability. The goal of the UNDP Energy and Environment Programme 2016-2020 is to support Tajikistan’s transition to low emission and climate resilient development as a prerequisite for sustainable human development. This is achieved through a twofold strategy based on market transformation towards low emission economies, including climate change mitigation projects; and capacity development for climate resilient communities, economies and ecosystems, including ecosystems, natural resources and climate change adaptation projects.

Over the last years, UNDP through its Environment and Energy Programme has provided a mix of policy advice, project development and implementation services, knowledge management and advocacy services through projects, benefitting from UNDP global initiatives and also from synergies with other programmes of UNDP Tajikistan such as the Communities Programme (CP) and the Disaster Risk Management Programme (DRMP). It includes a portfolio of over 17 projects in such areas as water and sanitation policies, biodiversity and climate change, environmental information management, renewable energy and chemicals management, with an overall budget of over USD 35.2M. It also includes a pipeline of 9 projects in the process of being developed with an indicative budget of over USD 27.9M.

On-going projects

  • Sustaining agricultural biodiversity in the face of climate change in Tajikistan is a full-sized UNDP-GEF project, which is aimed at embedding globally significant agro-biodiversity conservation and adaptation to climate change into the agricultural and rural development policies and practices of Tajikistan at national and local levels.

  • This project seeks to build coordinated capacity at a national, sub-national and local level to respond to climate risks. It seeks to synthesize the technical and economic basis for CRM interventions, demonstrate their efficacy, identify potential funding routes for scaling up, deliver capacity building for organizations and individuals, and catalyze learning for larger scale CRM development. Consideration will be given to gender issues and to local knowledge.

  • The main goal of this project is that rural and urban communities (men and women) in Tajikistan have sustainable access to safe drinking water and improved sanitation.

  • The project objective is to enable Tajikistan to prepare and submit its Third National Communication (TNC) on climate change to the CoP of the UNFCCC in accordance with its commitments as a non-Annex 1 Party (as mandated by Article 4 and 12 of this Convention).

  • The project aims to reduce local and greenhouse gas (GHG) emissions and to improve access to and the quality of public transport services for all residents. It is expected that by the end of the project the share of sustainable modes of public transportation will increase from the current 8% to 28% leading to a near 50% reduction in GHG emissions from the city’s transport sector.

  • The project aims at initiating UNDP Tajikistan’s strategy – the scaling up of pilot activities for the acceleration of progress towards the achievement of MDGs with a particular focus on improving access to renewable energy in rural regions for the purpose of poverty reduction and triggering economic development.

  • The project aims at supporting improved governance and trickle-down effect of sustainable development agenda within national and sectoral development strategies as a result of poverty-environment (P-E) mainstreaming, thus ensuring better management of natural resources, and enhancement of regional cooperation and knowledge sharing on P-E mainstreaming. http://www.tj.undp.org/content/tajikistan/en/home/operations/projects/environment_and_energy/

  • The project is a follow up to the GEF regional HCFC MSP project, which helped develop detailed survey data on HCFCs in CEITs and full HCFC phase-out strategies were developed to meet the compliance targets. Overall, the project deals with hydro-chlorofluorocarbons (HCFCs), a group of ozone-depleting chemicals, which are used in a variety of applications such as refrigerants, foam-blowing agents, solvents, fire extinguishers and aerosols.
