Tajikistan launches a joint partnership programme for the promotion and inclusion of the rights of persons with disabilitiesMar 10, 2015
Dushanbe, 10 March 2015 - The Ministry of Health and Social Protection of the Population, the Ombudsman’s Office, civil society organizations and three UN organisations, namely the United Nations Development Programme (UNDP), United Nations Children’s Fund (UNICEF) and the World Health Organization (WHO) launched the first joint partnership programme to promote the rights of adults and children with disabilities in Tajikistan.
The programme on “Building and Strengthening Alliances for Inclusive Policies and Communities for Persons with Disabilities in Tajikistan 2015 - 2016”is a two-year partnership programme supported by the United Nations Partnership to Promote the Rights of Persons with Disabilities (UNPRPD) Trust Fund.
The programme aims to assist the government and civil society in Tajikistan to create an enabling environment where the rights of persons with disabilities, especially children and women with disabilities, are protected by legal and policy frameworks and decision and opinion makers in Tajikistan have enhanced awareness, thus moving forward to build an inclusive society for all.
Since 2013, the Government of Tajikistan has been taking considerable steps to promote the rights of people with disabilities. Particularly, the National Plan for Implementation of the UPR recommendations was adopted with the aim to join the Convention on the Rights of Persons with Disabilities (CRPD). In 2013, the high level Central Asian Child Protection Forum on Children with Disabilities hosted by the Government of Tajikistan resulted in strong commitment of participating countries to enact the principles of CRPD. In the aftermath, a Governmental Working Group on CRPD was established and initial open dialogues between the Government and civil society organisations, especially Organizations for People with Disabilities and the Coalition of parents association of children with disabilities, have been carried out. However, challenges still remain in the country in assuring active participation of people with disabilities in the society.
In that context, the programme promotes: (i) mainstreaming of issues of people with disabilities into policies, legislation and programmes at the national and sub-national level; (ii) better awareness of the situation of persons with disabilities and (iii) inclusive services for people with disabilities by modeling community-based rehabilitation in Tajikistan.
A steering committee is set up to oversee the strategic direction and implementation of the programme, which includes representatives from the Government, Ombudsman, UN organizations, civil society and children with disabilities, to assure a participative approach. Each participating UN organization will provide support to the Government and civil society partners in addressing disability issues at different levels (national, regional, district and community) based on its respective expertise and ongoing work. In doing so, the programme will contribute to accelerate the effort to build an inclusive society for all, strengthen the partnership between the Government, the UN organisations and civil society, and maximize results for people with disabilities in Tajikistan.
