UN and the Government of Tajikistan hold a joint thematic consultations to support preparation of the National SDGs Report
Starting from January 2018, The United Nations system and the Government of Tajikistan through the Ministry of Economic Development and Trade hold a series of thematic consultations meetings, in the framework of preparation of the First National Report on SDGs. The Republic of Tajikistan was the first among Central Asian countries to present its Voluntary National Review (VNR) report on implementation of Sustainable Development Goals (SDGs) presented at the ECOSOC High Level Political Forum in New York in July 2017.
The positive feedback of international development community on the VNR report and the vision of Tajikistan on nationalizing SDGs, has inspired the Government of Tajikistan to elaborate more comprehensive and inclusive National SDG Report, which in turn created additional demand for more in-depth assessment of vulnerabilities, researching the opportunities for increased domestic finance for development, bringing innovative approaches to nationalizing and localizing SDGs and developing a robust monitoring and evaluation (M&E) system. The report will build on the findings and recommendations of the VNR report and is expected to serve as a national document formalizing the M&E framework with nationalized SDG indicators and the roadmap for acceleration and implementation of Agenda 2030 in Tajikistan.
From the Government’s side, the process of SDG reporting is led by the Ministry of Economic Development and Trade in its capacity of the Secretariat of the National Development council, which is the high-level coordination body chaired by the Presentient of the Republic of Tajikistan. Remarkably, for organizing the consultation process in a transparent and inclusive manner, the Ministry of Economic Development Trade requested UN Country Team to utilize the potential of UNDAF Results groups and to assist with engagement of civil society and development partners in the process. Six UNDAF Result Group have contributed in the process of organizing different consultations on the strategic priorities of the National Development Strategy and cross-cutting issues, including: employment, healthcare, social protection, education, access to justice and rule of law, energy, industrial development and transport, gender, and food security.
The key objectives of thematic consultations are:
- Involve into discussion different stakeholders, including – ministries and agencies, UN agencies, development partners, Parliament representatives, private sector, academia.
- Collect and discuss availability of data for SDG monitoring;
- Assess and discuss linkages between SDG targets and national, sectoral and regional policies;
- Develop recommendations for resource mobilization for prioritized targets as accelerators for achievement other SDGs, NDS and MTDP targets.
The results of thematic consultations will be complemented with two additional analytical reviews on capacities and challenges of the development financing for SDGs and Monitoring and Evaluation system for SDGs.
The National Report will comprise the outcomes of thematic consultations, analytical studies held by UN as well as the results of other development research going on in the country, for instance, the findings of the Vulnerability ATLAS mapping exercise initiated by UNICEF, WFP and UNDP. The final version of the National SDG Report will be presented at the National Development Council meeting , tentatively expected in June 2018.
