Official Opening of the Civil Registration Office in Kulyab city with the “One-Stop Shop” Concept

Kulyab, Tajikistan - On December 22, 2018, the official opening of the Civil Registration Office in the Kulyab city after reconstruction, which on a pilot basis will begin to function according to the concept of providing services in the “One-Stop Shop” format, implemented as part of the UNDP project “Support to Civil Registration System Reform in Tajikistan ”, funded by the Swiss Development Cooperation Office in Tajikistan.

The Ministry of Justice of the Republic of Tajikistan has designated the Kulyab City Civil Registry Office as a pilot office. The building was repaired with a total amount of 1.8 million somoni, considering the requirements of providing services in the “One-Stop Shop” format, and was equipped with the modern system and equipment to improve the quality of service to citizens. The “One-Stop Shop” Concept was developed and presented for the Registry Office in Kulyab, where new methods of work proposed to be piloted. The principle of working according to the “One-Stop Shop” method is to reduce the time spent on obtaining the necessary documents and make the work system more understandable, simple and at the same time convenient for the public.

The applicant submits one required set of documents in one place, in one form, in one service, to one specialist, and then the service independently carries out all the procedures for coordination and execution. The workspace will be divided into “front” and “back” offices. The front office provides interaction with applicants, the back office provides the entire process with the necessary documents.

As a part of comprehensive support and introduce the concept of providing services in “One-Stop Shop” format, the Civil Registry Office staff were trained on-site to study best practices of other country in this area. Project has conducted capacity building activities such as training on the computer basic literacy, training on CRO IS2 and additional training on gender equality.

The building and infrastructure of the Civil Registration Office in the Kulyab city complies with all international standards, improving access to the Civil Registry Offices for the persons with disabilities. To this purpose, the building was equipped with a ramp and a special elevator.

This activity was carried out within the framework of the signed tripartite Agreement between the Ministry of Justice of the Republic of Tajikistan, the Swiss Development Cooperation Office and the United Nations Development Program and the project “Support to Civil Registration System Reform in Tajikistan” approved by the respected President of the Republic of Tajikistan Emomali Rahmon in 2015.

The project “Support to the Civil Registration System Reform in Tajikistan” is aimed to supporting the initiatives of the Government of the Republic of Tajikistan within the framework of the National Development Strategy of the Republic of Tajikistan until 2030, the Medium-Term Development Program for 2016-2020, the Program for the Development of the Civil Registration Offices in the Republic of Tajikistan 2014-2019, and the UN Sustainable Development Goals. The project is implemented by UNDP in close cooperation with the Ministry of Justice and other government departments and cooperates with other UN agencies.

The Ministry of Justice of the Republic of Tajikistan, within the framework of the implementation of the Program for the development of Civil Registration Offices for 2014-2019, intends to introduce concepts of the provision of services in the “One-Stop Shop” format  throughout the country. In addition, starting from 2019, a phased introduction of an electronic system of civil registration acts throughout the country is planned.
