Support to Civil Registration System Reform in Tajikistan

UNDP aims to ensure better protection of women’s, men’s, and children’s civil, social, political, and economic rights. The civil registration system reform project is implemented by UNDP in close cooperation with the Ministry of Justice. The project works with stakeholders at different levels to make civil registry institutions and mechanisms more functional and responsive to the population’s needs both through developing capacity among relevant institutions and stakeholders, as well as simplifying and standardizing the business processes.


Main achievements

  • Internal/institutional by laws and instructions, regulations and other documents were developed;
  • As consequence birth registration became free of charge within the first three month after a child’s birth;
  • Introduction of the electronic system of Civil Registration in all 68 Civil Registration offices across the country.
  • Launch of One Stop Shop pilot in Kulyab and Rudaki Civil Registration Offices;
  • Capacity of more than 300 civil registry staff was enhanced through a series of trainings;
  • Capacity of state actors was increased through study tours, conferences and working groups;
  • Public awareness campaigns conducted to sensitize population about importance of timely civil registration.
